The difference lies in the reference point: tropical astrology measures the signs from the seasons of the year, and sidereal astrology — used by Vedic astrology from India — measures them from the actual position of the constellations. That's why the same person can be an Aries in one system and a Pisces in the other, without either being "wrong": they're counting from different starting points.
Why they don't line up
The Earth wobbles very slowly on its axis, a movement called the precession of the equinoxes, which completes one full turn roughly every 26,000 years. About two thousand years ago both systems lined up; since then they've drifted apart by nearly 24 degrees, almost a whole sign. That's where the feeling that "the signs changed" comes from.
Tropical: the seasons
This is the standard system in the West. It anchors the start of Aries at the spring equinox in the northern hemisphere and divides the circle into twelve equal parts from there. It focuses on the seasonal cycle and the psychological meaning of each phase.
Sidereal and Vedic: the constellations
Sidereal astrology places the signs according to where the constellations actually are in the sky today. Vedic astrology (or jyotish) uses it as its base, though it's a complete system with its own tradition, houses, and techniques: it's not just "the tropical system shifted a few degrees."
